布尔津县位于新疆阿勒泰地区西北部,东经86°54′,北纬47°44′,处于新疆九大风区之一的额尔齐斯河河谷风区,西接哈巴河县,南与吉木乃县相接,距乌鲁木齐市620公里。该地区属于北温带寒冷地区大陆气候,两山之间冲积平原海拔450-650米,气候多旱少雨,昼夜温差大。
布尔津县以水力发电为主,托洪台水电站为布尔津县的骨干电源,现有装机近两万千瓦。1996年布尔津县水电公司利用德国政府“黄金计划”援助,引进7台150kW风力发电机组,建成国内第一个风水互补系统。系统投入运行后,又组织水电-风电互补系统观测研究课题组,通过现场观测试验和理论分析得出结论:“由于阿勒泰地区的风资源和水资源具有极强的互补性,更由于阿勒泰地区具有较大的水电装机容量,而且其中有三个电站带有可观的调节水库,因此在该地
区突破传统限制,在风电装机大大超出电网容量10%的条件下建设水电-风电互补系统,在技术和经济上都是可行的。截至目前,该系统已安全运行近十年,有效的缓解了布尔津县冬季水电出力不足的问题。
近年来随着新疆地区经济建设的快速发展,电力需求不断上升,为充分发挥地方地理优势,调整和优化布尔津地区能源结构,布尔津风力发电工程得到了政府的大力支持。
